If a template has drill down enabled how can it be turned off?

We use custom templates for Oracle Report Manager. Our accounting folks need to have the templates enabled for drill down but if they send it out to someone else, drill down needs to be turned off. How can drill down be turned off so that a user outside the accounting department is not prompted to login to Oracle when they click a cell?
