MRP not recognizing 2 already existing WO's to supply demand - instead creating cancel/new order mes

Question: Using E1: JDE 9.1

Business user has already existing WO's to supply demand from safety stock.  Two work orders to supply Safety stock quantity of 2. Lead level this item is 12 and is variable. Lead Time per unit 53.27.

Minimum reorder qty is 1 and maximum reorder qty is 0.  Planning Fence Rule is C, Freeze Fence 1, Planning Fence 45. 1st WO request date set as 6/4/2018, 2nd WO request date set as 6/18/2018.  After R3483 ran, messages showing to cancel 2nd WO and to create new order for request date 4/19/2018, instead of creating Expedite messages for both work orders.

Any assistance on this issue is greatly appreciated.  Need help on what else should i be looking for, is there a bug in regards to this issue with a fix?
