How to create tax rule based on Project GL Account Segment which is a Table based Value Set

I would like to build a Determine Taxable Amount rule based on the Project Segment

I found Support Note 1109436.1 where it states that when you use Guided Rules, this works.

My issue that the List of Values of your selected flexfield segment only provides data when the Value Set is an Independant Value set (which is best practice)

However the Project Segment is in our case a Table based Value Set based on a custom view (which is a selection of PA_PROJECTS with some criteria).

Is there any way around this?
