Repost R07136 doesn't seem to be writing to the F06136

Corporate Tax ID setup for one of the company's was incorrect somehow and I'm trying to fix history details and then repost to summary but it isn't working.

 

Tax history shows the correct tax ID for Tax Area and Type, LA SIT, for January, however, was incorrect in tax history for February and March.  So, I corrected the corporate tax ID setup for the company, then modified the tax history details in the F06166 for that tax area and type by correcting the tax ID.  I then ran the R07136 (several times already), but it is not reposting the history details from F06166 to summary in F06136 for those months.  The summary still exists under incorrect tax ID.  Am I doing something incorrectly in one of the steps?
