Client vs EPPM / TM Expected finish "time of day"

Testing 17.12.3 - Am I seeing this correctly or is there a setting to change? I have sent videos to Oracle Support showing the below issue.
I have a TASK using the 8:00AM to 5:00PM calendar, so for example start 04/16/18 8:00AM and finish 05/11/18 05:00PM. Updates via the client properly assign 8AM and 5PM respectively to the start and finish dates when I pick from the calendar.
However, when picking an expected finish date from the calendar via TM Activities or in the EPPM, 12:00AM rather than 05:00PM is assigned. When we F9 Schedule, the finish date is scheduled and shown as 05/
