While executing catupgrd.sql for Oracle 12.2 it failed with Unexpected error encountered in catconEx

When we tried executing the command, it failed with the following error while upgrading the database from Oracle 11.2.0.4 to 12.2.0.1 in Oracle Engineered System.

($ORACLE_HOME/perl/bin/perl catctl.pl -n 16 -l $ORACLE_HOME/diagnostics catupgrd.sql

We got the below error:
