AR_SYSTEM_PARAMETERS - no rows selected when used from custom responsibility in R12

We run several R12 instances and we have profiles setup OK for MO: Operating Unit and MO: Default Operating Unit on all ... but when we run a concurrent program from custom responsibility and selecting from synonym ar_system_parameters - in one instance it completes OK in the other  instance - we are not getting data from this synonym, note: responsibility is custom in both cases ... and only when I assign the multi_org_category to 'M' (multi) to this conc. program  - I am getting the output (for my default value for the parameter) from this standard Oracle synonym OK and
