Comm Gen- URLs with anchor link not working

I am testing a Comm Gen in PS 9.0 Campus Solutions, PTools 8.55.13

My .rtf Word 2016 template includes a hyperlink to an anchor on a page.

I can CTRL-click the link from the Word template and it works.

However, In the generated communication, the URL breaks and replaces the

"#" in the URL with " \l "   so...

xxx.html#q3  becomes xxx.html" \l "q3

How can this be done?
