No LC entry when we complete thru PF31011

Hi

One of our client is working in E9.0 and using adhoc completions (PF31011) for their manufacturing completions. In a multi level BOM, one of the sub assembly item has only one part item, with issue type code as F (floor stock) defined . During adhoc completions , there is no LM entry created for the part item (Floor stock) and no LC entry for the sub assembly item in F4111. Understand that system does not create any LC entry for that sub assembly, since there is no corresponding LM entries for its parts in F4111. 

For eg, sub assembly item # 11-002 has part item # 11-002-A, defined as issue type code  F in BOM. Whenever user complete the top level FG, system creates LC entries for all sub assemblies and LM entries for all parts which are purchased and not Floor stock.
