MFG. item ID only allow tied to one Item ID

Is it possible to only have one MFG. item ID  tied to one Item ID?   Our issue is if item ID 10000001 and item ID 10000002 both have MFG. item ID "X" This causes issues in our EMR as the items cross through the interface.
