After Cancel Line from PO, How RSS F43E11 Status Update?

PO is generated from RSS, and user can go to PO entry to cancel PO line (next/last status 400). When PO line is cancelled, RSS F43E11 line status is updated as Cancel Status 04. Does anyone know how/where this functionality is triggered? Is there any rule settings to prevent the user to cancel PO line when RSS detail line is at Ordered (08) status? Thank you in advance!!
