How can a user be created case sensitive in 12c. Is there any parameter in database or it was just c

Hi All,

Looking for information on case sensitive user creation in 12c database. My understanding is databases do not create any object case sensitive. every thing is in UPPER case unless we create it with quotes.

Please share your opinion.
