Why would the search Type not update when terminating an employee

I have around 200 records where the system did not update the search type of an 'E' for 'Employee' to an 'X' for 'Terminated Employee.'  I believe the system is hard coded to do this.  Does anyone know why this wouldn't have worked for those 200 + employees by chance?
