E1 Transportation Batch Shipment Confirmation

Using Batch Shipment Confirmation (R49500/R47500) for small parcel shipments, the shipment charges are not always updated based on changes to the shipment pieces after Pack Confirm.  Sometimes it works and other times times it doesn't.  I can't seem to identify a consistent pattern.  Are there any known issues with using Batch Shipment Confirmation that could cause this?
