Request All from WO - Picking rule fails to find a source locator that meets the rules restrictions

I know this issue has been brought up before, but am revisiting it.

We are on 12.2.5.

The user is on the Work Order Details screen, Materials tab and does a Request All. The user selects material they want, and click the Request button.

If there is insufficient on hand quantity to fulfil the request, the error "Row 1 Error - Picking rule fails to find a source locator that meets the rules restrictions"  will appear. Not sure what this error means.

Is there a way to stop this message from appearing, or at least have a better message for the user, telling them the material is still short or something.
