OTM 6.4.3 : Password policy and downtime

We are upgrading OTM 6.3.7 to 6.4.3. OTM 6.4.3 comes with its own password policy for its application schemas. The previous 6.3.7 passwords that we have are not compatible.

So there is a need to change the passwords to make them compatible with the OTM 6.4.3 password standards.We have 3 OTM servers and 2 node DB-RAC.

Question is : How quickly  we can change the passwords so that it suits OTM 6.4.3. Do we need OTM restart after password changes ? Can we perform activity prior to upgrade in a separate downtime window.
