OHS problem

Hello,

When we start use OWL 12.1.3 and now 12.2.1.2, we noticed that OHS instance stopped suddenly in 12.1.3, now we have 12.2.1.2 and the problem that the first user login normally but when we signed out then try to login again the screen stuck at loading:

let us focus on oracle weblogic 12.2.1.2.0, we installed oracle fusion middlware and follow all required steps to create https instance (OHS) instance (as load balancer for three html clustered horizontal instances), we use EM console to start OHS instance, it is started successfully. now when we try to login to JDEdwards the first time, open some application successfully then sign off then when try to sign in again the page stuck at loading,
