Using Automation Agent - OTM 6.4.2

Hi

We need to setup an automation agent which is triggered when the Arrival Time field is updated. In OTM, once the "Arrival Time" is updated on a delivery, we need OTM to send through the updated time to us via a SOA webservice.

Can someone please assist me with the process of setting this up as I have found the documentation on this lacking
