Create activities (activity plan) automatically by calling activity template from script/WF

Hello - We're thinking of using Activity Template to create activity plans once an account record is created with customer class.

We've created templates and user will have to go to Account --> Activity Plan view to create activities and this is manual step.

Is there anyway we could automate this task? i.e create activity plan automatically as soon as account record is created using run-time event or WF policy.

Does Siebel provides any business service which we could call from RTE or WF to automate activity plan creation.
