How to setup Dual sourcing for Min/Max Requisitions,

We are on R12.1.3 and want to Min/Max plan our packaging items.  We've tried using dual sourcing, run Min/Max and then Requisition Import.  Running AutoCreate does not create two lines--one for each Supplier setup in ASL.  Can anyone advise if this is possible?  We cannot get the dual sourcing to work as expected.  We are using Dual Sourcing for our PO's and that works as expected.
