No Putaway request is created for order type OM, line type S

P4312 has putaway mode as one in its warehousing tab but I don't see the putaway request being created in P4600. I've compared my processing options against the version I have for O4, for which putaway works, but I don't see any difference. Can someone help?

Not using license plates, both receipts (both meaning from O4 or OM) have receipt routing enabled.
