Can we generate recurring journal based on credit or debit balance of an account ?

I want to create a recurring journal entry to reclass from one specific account to other account only if the balance is a Credit balance. If the balance is a debit balance, I want to leave the balance in the same account. Wondering is possible using Recurring formula journal functionality in Oracle EBS? I want to reclass from 10172 to 20110 if the balance on 10172 is credit balance, if the balance is debit balance we want leave in the same 10172 account.
