UTL_MAIL package found missing on install Oracle EE Version 12.2.0.1.0

Hi Gurus,

I have following problem.

My task is to exp and imp a database from Version 10.2.0.3.0 on Windows to Version 12.2.0.1.0 on el6uek.x86_64 el6uek.x86_64.

For this I installed Version 12.2.0.1.0 DB on el6uek.x86_64 el6uek.x86_64.

Then I used expdp[from windows] and impdp[to linux] utility.

After import I have one package remained un-compiled.  The name of the package is UTL_MAIL.

I tried to compile that package manually and I got the following error:
