JDE 9.2 - Next Order Status Preference by Customer Group

JDE 9.2

We've got next order status setup based on customer group. Regarding Next order status preference, does the business unit field have to be populated for the preference to resolve?  Our testing so far only works when the business unit is populated. With over 70 branch plants, this is a lot of records to maintain for every order type line type.
