Departments level Backflushing

Hi Mfg Gurus

Needs some clarifications on Backflushing/Non Backflush

1. Can we backflush by Departments. for e.g if 10 operations under a department X, can we backflush all operations by Department X or do we need to move operations by operations in a department.

2. I understand the backflush can be stopped by setting up a suppy type as Push, will that be right option.
