Why is Qty in F4115 and F4229 different?

Question on Quantity in Item History (F4115) file versus Summary Sales History (F4229) file.

We have Sales Update (R42800) processing options set to update both files. 

I am finding that F4115 stores quantity at lowest level (primary UoM), but F4229 stores quantity as UoM used on Sales Order. 

For example, the primary UoM for an item is EA. There is a conversion set up for 10 EA to 1 BX.  A sales order is entered for the item. The UoM of EA is overridden to BX.

After running Sales Update, the F4115 tables shows Qty of 10 but the F4229 shows Qty of 1.
