opera web service to interface between external applications (website on aws) and on-premise databa

we got 3rd party provider that uses LARAVEL https://laravel.com/docs/5.6 , as the frond end

and DRUPAL (CMS) on MySQL on AWS. According to the this vendor, the deployment

will require us to setup an Opera Web Service via API as an interface to connect to

oyer on-premise  Oracle database. 

is this necessary? are there alternatives? what do I need  to setup an Opera web service (or its alternative) and make it interact with the on-premise db?

We are new on this kind of things.

any help is greatly appreciated.
