Which work order program should be used to issue items to a job in job cost system 51?

Which work order program should be used to issue items to a job?

We want to create a work order to issue materials to a job that is set up in System 51 Job Cost. Should we use P48201, P48013, or some other program?

I posted this question to the Financial MOSC, where someone is familiar with job cost but is not familiar with the use of work orders.

P48201 does not appear to have an exit or option to attach or issue parts.

P48013 requires an item number in the header of the work order entry screen (W48013A) even after I set the processing options for work order type  to "project" and business unit type to "project".
