opatch version 11.2.0.3.19 fails to run

Hello,

A customer asked about creating a proof of concept in Database 11gR2.  I downloaded/installed DBEE 11.2.0.4 on my Windows 7 laptop (x86-64) and wanted to apply the latest patch (27381640) but the patch requires a newer version of OPatch.  Following Note 6880880, I installed OPatch version 11.2.0.3.19 but when I issue any opatch commands, I get results like below.  Any help would be greatly appreciated.
