Engineering Change order for BOM Type E,M

Hi,

Need advise for E1 9.0

We maintain 2 BOMs in system , Engineering BOM(Type = E) and manufacturing BOM(Type = M) ( Engineering BOM has more items part of supplier BOM, different models of same item etc).Updates to Manufacturing BOM has lag of 1 day to a month sometimes till a new order is received for manufacturing

We want to implement change control process for both Types of BOMs. Currently we have implemented ECO for for E type BOM and manually synchronize it to M type BOM and only stores the last updates to M type BOM.

Challenge we face is  both these BOM refer to same item record and changes from updates to one BOM overrides changes made by other (M type BOM stays at some other level than E type) to fields like parts rev in item master.
