I have former employees appearing on PRC Distribute Labor Costs concurrent request with reason no ra

I have former employees appearing on the PRC Distribute Labor Costs concurrent request with reason no rate. I cant seem to find a way to add former employees into the rate schedule. How do our users handle this?

I am using E-Business 12.1.3

Any help appreciated.
