Has anyone faced Landlord Element Link issue after IN.16 patch applied?

As per budget changes, Oracle has released budget patch to implement the changes as per Govt. of india.
Landlord Information is the new element came along with the IN.16 patch to store multiple landlords information by replacing House Rent information element.Landlord information element is created by the patch but element link was not created. As per the suggestion, we have created the element link by using the Landlord Information element.
Issue : Generic Upgrade Mechanism is errored out when we submitted the program as suggested in document with name parameter Update Landlord Information India Consolidated Patch IN.16 (
