Using the "Add Outside Link" to add a favorite to you home screen.

I am on 12.2.4.  I am trying to use the "Add Outside Link" button to add a link to an internal site.  After adding it and clicking the link, I noticed Oracle is appending "http://" to the front of my url.  This is causing the link to "break"/not direct appropriately.  Is there a way to remove the appending of "http://"?
