Allow access to business view

Can we allow access to business views in jde 9.1 but not the public queries? When I go to security and setup access to data browser from form, there I see option to allow access to data browser and then allow access to tables or business views. This I believe simultaneously allows access to public queries. We would like to restrict access to public queries.
