creating orchestartion- not getting saved

We recently deployed orchestrator in our DV env.

Our dev is testing the same. The action security is enabled for the dev.

But the developer cannot save the orchestration, just for test he is putting name , dewcription a couple of input parameters and clicking save button. nothing happens after he clicks save button. it processes for a second, when u click close, no orchestration is created. what could be the issue here?
