Overtime Rates not calculating correctly in Projects

I am new to the projects module and would like some advise.

We have recently upgrade from 12.0.6 to 12.1.3.   Previously Labour rates and overtime rates where calculated using two different rate schedules.    Time is entered either as straight time or overtime and the appropriate rate applied to the selected project.   We do not have a default overtime project.   However since our upgrade both the straight time and overtime rates are being calculated at the same default rate.

When reviewing Project set up I have been unable to determine how the system selects the appropriate rate.

We have no labor cost multipliers set up.
