TDS - India Localization

Hi,

I am currently setting up TDS module for India. When i run R75I515, this does not create any output as well as does not update F75I100 but it has created a pay item in F0411 for the TDS percentage that i setup. Also in F0411 the voucher is updated and when i post it goes into out of balance error on the TDS payitem created. Am i missing something here or is there a process that i had to follow ? I have gone through the Oracle Document on India localization and it is not very much clear on the
