Perl.exe has stopped when executing datapatch -verbose

after using opatch to apply my patches I moved to the post installation step that calls for the DB to be started and the following command to be run.

Datapatch -verbose  after command starts I get a pop-up that states perl,exe has stopped working. I have a manual work around but would like to fix this issue.

I have searched the site and can't find a discussion specific to this perl.exe pop-up box after executing the datapatch -verbose command.  The opatch apply command works fine.

There is nothing in the windows event view and can't find a log for the perl system.  The path variable has the Oracle home perl path in it. I have tried setting the path to the perl version that is in oracle home still the same error.
