XML Publisher Bursting program creates output but zips the file

I created a XML Publisher report to email a PO Document.

The parent Program completes successfully and creates a PDF output and also successfully spawns a Bursting Program. Everything completes normal but does not generate an Email.

So I looked at the Bursting output and I realized that it is creating a zip folder and the PDF to be emailed is within that zip folder. I think this is why it does not generate an Email because it does not find a PDF.
