How to restrict items to subinventory and locators based on item category?

I would like to restrict items to subinventory and locators based on item category. The restriction will be across all transaction types (Misc Receipt, PO Receipt, Subinv xfers, InterOrg transfers etc). I can manage this by querying the item > Tools > 'Item Subinventory' form and specify the subinventory and locators. But this is 'maintenance burden" since it has to be at the item level and we are coming up with a new facility which may have 1000s of locators. Can this be done at the item category level?

The solution I am looking for is:
1. We already have a storage class custom category that every item is assigned to. I would like to map subinveojty locators to the item categories.
