Updating Party/Customer site address

Greetings,

I have a need to create multiple customer account sites via web services which I am able to do successfully. When I create sites or update existing site addresses with these web services it locks them so they cannot be changed in the future. If I create the site through the application GUI, close it out and go back to it I can still edit the address. If I change that same address with a web service the next time I go in through the GUI I will not be able to update it. I also will get an error
