Siebel IP17.5 Web tools --- Applet Edit Web Layout --- Not working properly

We are in IP17.5 and Applet Edit Web Layout from web tools is not working properly.

We are facing below issue:

- After placing the control in web Layout its getting misaligned.

- Even after saving the changes its not getting saved properly.

- After making changes in web Layout , its not reflecting while inspecting

- It requires multiple attempts to get one control placed right and not developer friendly.

Please assist if you an update around this issue
