How to populate Communication Recipient Data page in Peoplesoft Campus Solution

Hi Team -

I would like to ask if how are we going to populate the communication Recipient Data page (Recipient Data) in Campus Solution? Is it after we successfully executed the Communication Generation and the email has been sent to student? In addition, what record that Communication Recipient Data page values originated?
