Is there a way of stopping the creation of rebuildable child work orders without asset number upon m

When we issue rebuildable item numbers on a work order for a capital asset WITHOUT specifying the serial number of the rebuildable item to be replaced (because there isn't one, i.e. we are 'populating' the hierarchy) then the system still creates a rebuildable child work order but obviously without a valid asset number (because we didn't specify one).

These rebuildable child work orders are unnecessary and must be cancelled manually. Is there a way to prevent this?
