SOA requirements for access to external wsdls

Does anyone know if SOA 12.2.1 requires anonymous access to the wsdls of external web services requiring authentication? I have been through the securing authentication/authorization in the documentation, but nothing specific on how SOA works with external web services that not only require authentication to the service, but also the WSDL.  Of course, the development environment for these services does not have the same security so the wsdl is updated in the deployment plans.
