Why some of Oracle tables after EBS 12.2.7 upgrade are not in sync or missing records

Dear Upgrade team:

We are currently in a process of upgrading our EBS release 12.1.3 to release 12.2.7.

We have already went through this upgrade process 3 times. we are planning to do 1 more time before our production EBS upgrade that scheduled for First week of July, 2018.

We came across a few Oracle tables listed below that did NOT have all our 12.1.3 database records. We could NOT find as why?

Tables such as IBY_CREDITCARD, AP_SUPPLIERS and HZ_PARTIES... We are not sure at this point if there are any other Oracle tables in our 12.2.7 instance that may have incomplete number of records.
