OEM 12c Server as observer to multiple data guard

We have 43 databases that is required to have a fast start fail over configuration. Since one of the FSFO's requirement is an observer, this means we need to have another 43 machines. I was thinking that since our Enterprise Manager (machine) are connected to all of these 43 DB's (and standby) is it possible to use it as observer to all? And if it's possible, do I need to configure it 43 times  or just one observer for all DG setup?

The primary/standby database is 11gR2 (11.2.0.1)
