Diskgroup is not starting

I have a diskgroup named DATA03 with four disks. Each disk has 400GB. I added 4 disks to move a data to another SAN. In the rebalancing process, there was an human error and the old disks were detached. Now the DG is not starting. I attached the disks back again but DG still is not mounted.  (ora-15063 asm discovered an insufficient...).

When I query the v$asm_disk view I have  the old disk with MEMBER header and the new disk marked as FORMER. Those 8 disks do not belong to a DG. 

I need your help starting this DG.
