Quick Hire - Guam

We are using quick hire to load employees into JDE.   The only employees that are not uploading are individuals from Guam, with a SS# beginning with "586".   This is the error I get in the R06116P:

I did an internet search and found that this beginning number is for Pacific Territories.    I've tried changing their country code to US, then to GU, but they still will not load using quick hire.

Does anyone have any suggestions to try?
