How to Add Approvals to HR Administrator followed by First Level Supervisor??

Dear Gurus,

When i am trying to add HR Person In approval chain after First Level Supervisor, it's not showing any other values other than Supervisory Level under Action Type Drop down list under Rule creation, can someone guide me how to achieve my requirement.
